Mumbai goa is not with traffic i think u went on ganpati festival half mumbaikar visit to there native that is why so many cars on highway . Traffic where u eat vadavpav is always there the place name is mangaon if you don't want traffic there cross it after 9 pm at night in futer there will be bypass for managaon no need to face traffic .

The place where you faced the most irritating traffic jam is Mangaon Village which is the common spot for traffic due to narrow road as the by-pass road is not yet ready so people usually take another route to avoid this spot

There is no Toll b'coz Mumbai Goa highway construction is still going on, the toll will be activated once it is fully completed, its pending since years...road has been made in patches and toll booths have already placed but at most of the places land acquisition is yet pending and thus delaying the road construction.
