The tool being used is a UV light there's some cheap ones if you look and there's also stuff that cures using UV and some that doesnt​@@iXChels

Don't see why not. I'd make the "sticker", transfer it to a flat ish surface so you don't get excess chrom on the round thing or your nail, chrome it, then apply it to the nail.
