im convinced Blizz purposefully undertunes moonkins cause they know theyre gonna cry for buffs and then it will be a normal properly tuned spec after. if they released it good after rework they'd cry for buffs until they were op af. The chicken who cried wolf

Definitely they always make a lot of noise until they are top A or S tier.. currently their AOE damage is really good
