Ignoring the nodens one cos basilisk still has that annoying 18s reload, they quite equal in performance

On the test server the Basilisk have had 18 sec reload for months. They never changed the reload time on the live server, though. Maybe it's just a bug.

The guy under you is right they keep buffing it, however let's not forget that these weapons need to charge for them to release the full capacity like the veyron and evora, do it a little early to be calling them weak you know, but the time it takes to cool off from being overheated is completely understandable.

When you play it correctly it's quite strong. The trick is to keep it in constant acceleration by fanning the fire button. The only issue is that Mauler/ASGs exist.
