Apparently from episode 6 their resilience is based on how long they’ve been infected. And why only some of them melt. The melted ones are… only kept together by the infection

sure soldiers usually have RPGs but i think it's because if they are being raided they think that it would be by train or vehicle. which explosives are good at dealing with and Heavies to deal with people.
