hybrid rally cars can be very unsafe to touch after a crash, because they're made of an extremely conductive material: carbon fiber. and because something may have been damaged, even if the indicator light is showing the car as safe. from very early on the vid, a woman clearly said "he's breathing", which means they did check the passenger's overall condition. this is triage. they're working by what requires attention first. they've assessed the condition of the passenger, they then need to make sure that he's safe to work on and to get out of the car. if the passenger is deemed stable and there are no medical emergencies like heavy bleeding or lack of breathing etc, then you make sure the car is safe to work on. it doesn't help the passenger OR the medics if they get electrocuted with high-voltage DC current ;) first and foremost, these people are precisely training on how to do their work when it's a hybrid car, as those are very uncommon in rally and definitely require a good understanding and skill with the proper procedures. because the high voltage is really dangerous! they're not really training for the medical care of the passengers in this case.
