This music cue actually doesn't originate with "Rudolph" - it's heard in a few of their late 60s/early 70s TV shows like "The Smokey Bear Show", but I dunno which show it actually originated with.

The earliest evidence I could find of when these bumpers were first used was a rebroadcast of Rudolph from 1980, available here on KZbin [well, the commercials are, anyway].
