I disagree with the deadwood example of "I believe that not enough money is spent on education". There is a fundamental difference between that and "Not enough money is spent on education": in the former, the person is expressing an opinion or belief, while in the latter they are stating an objective fact. By prefacing statements with "I think" or "I believe", we clarify that we are not asserting objective facts. This can be useful if the belief turns out to be false; without the preface, the speaker can be called out for "lying" because their statement does not match reality.
