really/right Persona Fycta - I don’t care if it’s an ‘internal’ memo. That memo should still be considered public information. The memo is to inform on policy, wether to restate, clarify, or alter the policy rules or regulations. That would make it information that should be accessible to the public. (I’m thinking the wording on the memo is more ‘how not to get caught’ when illegally accessing a citizen info)

There is no question that when this system was put into service and all the officers involved in using it were trained on it, THEY WERE TOLD that they could not use it for these purposes. Therefore, the one or ones who DID use it for non criminal investigatory purposes committed a crime amd the local DA should vigorously prosecute them. The system keeps a record of who logged in and requested what so there is absolutely no excuse that can be given thaat they don't know EXACTLY who made the illegal inquiries and when. The abuse of office by police and others has got to stop and the only way it will stop is if people DEMAND that the offenders are held accountable.......NOT BY THEIR OWN AGENCY, BUT BY AN INDEPENDENT AGENCY WHO DOESN'T WEAR A BADGE. My boyfriend was arrested on March 6, 2019 and he was contacted by a number we believed was a officers personal cell phone and he called dispatch to file a harassment complaint about the officer that said he was the supervisor after he asked for the supervisor and when he called dispatch and they asked for a badge number and he provided it for dispatch and they sent the officer who he was trying file a harassment complaint against and the officer arrested him!! It would not surprise me if this happens to Muncie Police dept.

With the power and tools that police are entrusted with, when that trust is violated, harsh consequences must be dealt to the perpetrators. If you keep merely slapping the hands of crooked cops, they will continue this unconstitutional behavior. The part of this story that is shocking, is that these cops blatantly sent text messages, not considering their breach of the law at all. Cops constantly break the law without consequences.

This happened when Obama first ran for POTUS, a Philadelphia cop ran his name and within ten minutes the Secret Service was inquiring to the Philly PC why an officer was running his name. The cop was disciplined but this is actually a crime to misuse police information systems for personal use. If the local police or sheriff does it, it can be reported to the state police, if the state police does it, it can be reported to the FBI and so on.

Cops run people's names all the time without reasonable suspicion. A good portion of them don't even know they are breaking the law when they do it. There are so many videos of police encounters where the cop will readily admit that he ran someone's name without cause and because of whatever popped up they decided to stop the individual. The cart before the horse situation. It's COMMON practice. Getting caught and reprimanded is what's rare and they'll continue to do it because they feel like it's worth the risk. A reprimand isn't actually punishment.

When the media asked the police about it, their official statement was, "No comment."
