It is a common practice for police, when wrong doing is found, to retrain all officer on the issue so they can say publicly that the officer was retrained but they don't have to document or call him/her out specifically. It is there way of whitewashing the crime.

In order to run a CHC(Criminal History), their has to be a complaint number assigned to reflect a legitimate investigation of an actual crime. The person whose record is being run has to be suspected of being involved in a crime that is known to have been committed usually, unless that person has knowingly submitted to a background check. Running a CHC is not the same as running a plate. Then to do so for personal purposes is against federal and state laws, as well as department policy. Its violating a persons right to privacy. Most departments its grounds for immediate termination. All the state has to do is run an audit to determine which officer or dispatcher made the query and which terminal the query was made from.

1st her face shows surprise when she finds out it's her son... Then she shows a little duper's delight as she rambles on. Then she shows the "believe me" eye-brows. But all, all in, she did a decent performance... probably because she's smart enough to know that they don't have any actual evidence she was involved. Unfortunately for her, civil cases have a different standard of proof than criminal cases. In criminal cases, you're innocent until proven guilty *_beyond a reasonable doubt._* However, in civil cases, you only need to show a *_preponderance of the evidence._*

It doesn't matter if the councilwoman knowingly or unknowingly knew about it. The fact of the matter is, SHE benefitted from it. Not only should she be removed from office, and barred from running again but the police should also be investigated, independently, and not by some damn Internal Affairs department because everybody knows that the police protect each other and so does Internal Affairs as well as the police chief.

If there is a cost to collect all that data in that format, i.e. a single computer search, than depending on who is given the info that becomes being given something of monetary value. This can be a campaign contributions violation as a minimum. If it is public servants in a partisan election, all I know about is the Hatch Act (for Federal Employees) and that will get you fired, quickly. Most agencies also have very strict rules on accessing data systems for personal use, and that can lead, depending on the type of data and who it is revealed to, anything from an oral admonish month to the beginning of a Racketeering and Corrupt Influences investigation, i.e. RICO. There is info in the NCIC that is not considered FOIA, or at least you aren't going to get that info without a lawyer and a fight. Revealing that info for political purposes is probably pushing hard at a felony.

Like I’ve said for long time. All police departments are crooked in one way or another. The same exact thing goes on in the city of Roanoke va not only to those bigger public servants but the general public and it’s sad. All police departments need to be investigated regularly by our so called DOJ and or internal affairs the people we pay good money to police re police or we just need to remove the DOJ and internal affairs completely and judge those needed ourselves. This is out of control the sheer abuse of power and our money by all these people we call public servants right down to simple clerks of courts doing favors for friends and family and then treating the next person they don’t know like common criminals and doing no favors for them. I have seen that as well in and all around Roanoke va as well as judges accepting sheer hearsay evidence from police officers who did not even see any crime actually witness nothing himself and the woman judge in Salem va accepted his testimony and illegally prosecuted instead of protect the citizen who was innocent of the crime just to put them on probation send them to classes which all cost a lot of money the crooked state and city is making. I seen that sitting in the courtroom myself and know the incident because it was my son and I was on seen and no police were there at all when they got there nothing was going on except the two brothers talking about their argument but the cops said they witnessed it in a court room and the judge took it instead of dismiss the case because his testimony was hear say. If it would have been turned around and the it been my sons hearsay testimony the court would not have accepted the testimony because it was hear say. This shit with the police has gotten way out of control and goes down all way to simple clerks of court and is a very serious issue that needs to be handled for the safety of us the people all around our country that is clearly in danger from the amount of corruption within our cities and states. We all know the federal government in all ways and areas is as corrupt as they come and needs to be removed and replaced. We just need to start over we would fare a lot better without the obstacles in the way especially of our good president.
