Greg is sort of annoying because he is a little kid and that's basically how Wirt sees him. However, I do think Wirt does have a degree of responsibility (especially in the first episode), not just because he's the elder child who should be looking after his younger brother (which he has complicated feelings over as seen at the tavern), but because Greg really is following Wirt's lead. Wirt says they should've left a trail, so Greg begins leaving his candy as a marker for where they've gone, Wirt says they should run away and knock out the Woodsman to ensure they get away so Greg first tries to find something to do that and then attempts to knock out the Woodsman (which inadvertently works due to his earlier efforts), and then he's following Wirt around in the mill as they try to get away from the dog. Even the incident that leads them into the Unknown (which Wirt blames Greg for) is because Greg was trying to help Wirt with his desires and plans and then Wirt lead them up the tree and over the wall. And throughout the show, while there are some moments where the blame lies with Greg, a lot of the time Wirt has a part in it as well but shoves it all onto Greg. Which is why part of his arc is him finally stepping up and taking responsibility and actually looking after Greg properly.
