Well, not during the end of the war, but at the start of the war they were the most trained and technologically advanced. If he wanted to invade the Soviet union, no one had more experience with Russia than the Germans.

Jokes aside though, the reality is they expected it years prior, which is why Stalin pushed forth the rapid industrialization which helped greatly on pushing the Germans in 1942 onwards. On the "Stalin is shocked" story was just Soviet propaganda used as an excuse on failure to defend the Eastern Front on earlier parts of the war.
