I don’t think The Rock will be feuding with Cody. In the video The Rock uploaded last night announcing his return to the raw debut on netflix, he emphasized heavily on his Samoan heritage and family hierarchy, even proclaiming himself the 'High Chief.' This naturally conflicts with Roman’s 'Tribal Chief' persona, making a feud between The Rock and Roman is much more logical and compelling. A Rock vs. Roman rivalry makes perfect sense and is far more intriguing than The Rock vs. Cody. Meanwhile, Cody could easily feud with either Cena or Punk instead

I feel like there known since last year that he was going to be at this years Mania and just keep making everyone doubt it by putting out reports that he hasn’t commit to it yet. to be fair, Cena doesn't need to be rebuilt. Him being on his retirement tour already kind of lets him be injected into any main event scene if they so wish (they wont, but still).
