Can you do the empty arena thing on console? If not, will PC users download it so we can upload Empty Arenas to our games?

you can't directly do it on console. And there is nothing in create an arena that gets rid of the crowd - a few people have uploaded modded arena and templates though and Community Creations is cross platform so have a look and see if there is one there. Its there as a setting for PC giving it less things to process and load in.
