You’re leaving out important context. It was not his plan. It just so happened that his helmet allowed him to survive the mind controlled Charles attacking all mutants. As one of the original builders of cerebro, magneto knew merely how to reverse it and throw the plan against striker. He was well aware that the x men would stop it eventually.

Jean was chaotic & not totally in control of her powers like Magneto was. He’s a seasoned mutant so it’s less risky for him to move a bridge without destroying the entire thing (like Jean might’ve done).
