It's actually not, Kajiura doesn't really sample vocals, and these soundtracks are sung by different people, Eri Ito is the vocalist for Goddsib, while this is sung by Tokyo Philharmonic Chorus (Tokyo Konsei)

The WITCH, Ellis, is actually the MAXWELL DEMON. She is a member/descendant of ancient race that could basically create energy from "nothing". They lost their power due to them interbreeding with normal humans but someone tried to bring the power back. The theme is actually her battle song.
