That Xbox is not a prototype. It is a dummy model for an Xbox kiosk. The Xbox is actually at the bottom of the case so nobody would steal it. But you could sell it for a bit of money to a kiosk collector

Sometimes stores use things like that to keep the store looking full. They would put that prototype to display so they don't risk putting a real one out in the open. If you go to a store that sells lots of clothes, they'll often have fake shelves near the top that look like real clothes or towels to make the store appear full when really it's just something like that. Stores do it all the time.
