As far as Rats go, stands are based on inner fighting spirit right? I'm guessing two rats got the same stand because they are both wild and both rely on the same basic instincts. Iggy, Pet Shop and other animal stand users are more intelligent than wild rats, therefore they will have differently developed instincts and more diverse/specialised stands.
