Because it's very all-in and niche for ratting. You have to realize they only get to chase once, it's a RAT all-in build and most people won't have that crucial full 120 spec to get that offscreen kill. Most people who think they can just slap on curse and do what they see in this video are dying 24/7. Even in this clip there were many fights that had people in lower spec but he still nearly died, now imagine someone with medium to low spec? It's not oppressing at all that's why you don't see many curse builds because the % are much more in your favor with other builds and less reliant on spec. Also many range builds and any sustain build just straight up counters it. Most people will die playing curse straight up equal base IP 1vs1, that's why it's mainly used for ratting.
