i dont know if the glitch still works, but here is a way to make him “smile” (pc only) First, choose a character that has a smile preset when you open the camera, which mostly get unlocked at friendship lv 4. then, having that character on field open the camera from paimon menu and immedietly switch to xiao, then you should be able to use the smile preset on him, if, it still works.

I don't think he refuse tho, he probably just feel reluctant to accept genuine gift. Remember the 2.4 event where we and Keqing brought him gifts from Qixing? He responded the exact same way, only to accept it in the end and share it with Wangshu Inn staff so they can have a banquet.
