Sir.. When im typing fastboot devices on the windows powershell there's nothing or any instructions.. Or something pop up.. Just back as the ps c:\adb

I am current on pixel experience plus rom and want to install magisk now so will I have to format data again or just download the zip and flash in twrp??? coz last time when I installed pe plus rom i had to format data to let it boot or else it was stuck on google logo plz do reply.

Just download and flash zip file in twrp. After flashing choose wipe chache option. Enjoy

You cannot root yout phone without bootloader unlock.

You cannot install custom recovery without root. So you have to Install magisk and root if you want to install custom recovery in your device.
