Iirc, Kevlar is a fiberglass material meant to catch bullets. It's very resistant but not bulletproof. The actual bulletproofing comes from the layers on top which are harder to penetrate. When bullets hit the top layer, it fragments the bullet to smaller pieces and then Kevlar catches these fragments.
