The mom already quit the mafia life when the rest of her family died. Also the director did this to retribute a favour to her husband. Considering the time period, there are a lot of grey areas. In the same way both Loid and Yor could be considered bad guys as they are from different parts of the country and are trying to keep the peace by killing people.
