this prolly gonna get buried under the other 900 comments, but coming from a music student ians basically rapping on the front of the beat. In music school they talk about how a beat itself contains a beginning middle and end, and the artist can choose where they want to reside on that beat. A good example of this is jazz musicians alternating from playing on the start of the beat to the end of the beat back and forth, giving the song a harder swinging feel. Basically hes anticipating the beat and rapping on the very start of it so it might sound a bit early/off if you aren't used to it or don't know the song

I mean he's very obviously rapping off-beat. This is a perfect example of trying to be "different." does it work though, that's up to the listener. Me personally I liked his take on the flow. It's like you said rappers find different pockets. Ian makes his own pockets where head bobbing feels weird cause you don't know if you should do it to the beat or his flow. However in this case it's kind of cool, cause if you're a musician you can catch that there's different polyrhythms created. Not to mentions as part of this homophonic harmony, he is very obviously the melody which makes him a priority over the beat. Rapping off beat makes his words seem more important than the beat itself when often they are pretty equal. Though this is a very simple way of putting it.

It sounds like the vocals were done separately during Ian's first verse, then placed over the beat, or origninally done over a different beat, so it's not synchronized.
