You can't carry that factory, it needs to sharpened out of the box, that's a given with budget knives. Pretty sure that's why it comes with the sharpener

You know how we do around here. I carry it as it came unless I get it used with a worn out edge. Wouldn't be fair to everything else we've carried to change it now.

The sharpener is a ceramic pull through right? If so it should do OK at sharpening the edge, probably not amazing numbers on the tester but it should do for a working edge.

I would be willing to bet that the angle on the pull thru is lower than they actual edge bevel angle resulting in the apex not even being touched.
