The official line from CDPR on this one is that it is a debugging tool of some sort. Something to do with clearing problematic text messages if recall.

This was if the hud or phone call bugged out on yah during a mission you type in the number and it fixed this was a problem if you had experienced a bug during checkpoint save or after mission dialogue save....had this happen to me and their helpline had me do this fixed the game went back like nothing happened..
