First understand in steps 1) Municipal law = A country law. Example In India has constitution where all other laws are derived from it which is the municipal law. 2) International law = Law applicable between the countries (country is also called as state). Hence law between the states. For example there is law of sea where its madatory that 12Nmiles belong to the country where sea is connected to it. 3) Now Monoism believes both International law and muncipal law is same. It is also called as Monoistic theory 4) but Dualistic theory believes that International Law and Muncipal Law are seperate entities. Hope it helps!
