to ban untouchability all one needed to do was pass a law regarding superstition. It would have been both inclusive of all religions and easily interpretable to stop untouchability. It would also be well equipped to stop those punjabi Christian babas. This is why reactionary politics is horrible, especially when it comes to existential acts like making the constitution!
