+Uli Rom You're welcome! Most Norwegians _do_ vote though, in the election to the parlament (stortinget), but less vote in the local elections they are talking about here. In Sweden we hold the elections to the parlament and the local election at the same day, which leads to a larger turnout for both the national and the local elections.
