I think because of it's age, POC was one of the original rides built with the park when it first opened. I'm not too sure how much truth is in the rumor though. They replaced Mr. Toad's Wild Ride and that was another classic that opened with the park.

The murky atmosphere, the smell of the water... it’s all absolutely fantastic. Disney Parks capture magic like no one else does. I think I was about 5 when I rode this for the first time and after I got off the ride, I was like “again!” and I went on it like 3 times in a row! I didn’t like drops at the time but I LOVED this ride! It’s probably the most nostalgic ride there. Every time I think of the Pirates ride, I think to myself: “I want to be at Disneyland right now”.
