I don't know about actual floating garbage collectors, but there are "water wheels" that sit on the banks of rivers and harbors collecting trash. The in-game one is probably just a futuristic concept based on that.

Actually, I played a few hours of Cities just the other day, and to my surprise, the traffic AI has been greatly improved. With a bit of planning, congestion was pretty easy to curtail. According to my mate, it was following the transport update.

Sips, the water treatment plant does *not* clean the water in the river. It filters water from the sewage pipes, it;s just a cleaner version of the output pipes. Having both does nothing.

I enjoy sips playthroughs of this game far more than i actually enjoy playing it myself in 12fps on my 1070 gtx and intel i7 with 32gb of ram. Unity still has so many inherent problems when you scale up the cities and dare to use any mods what so ever in your games (same issue kerbal space program has, sadly).
