Sips you can change the intensity for the disasters by moving the slow dear to the left were left of the screen when you are on the natural disasters tab. Form 1.0 to a 10.0 Imagine a mod for this that decrease the cool down possibly adding a nuke and zombie outbreak or alien invasion plus allowing to cause disasters of a 100.0 intensity or more. :)
