Yor doesn't have below average intelligence, quite the opposite in fact. She's highly capable and is able to adapt quickly to the situation. She's been covering her tracks for many years, which suggests she's very dilligent. If anything, she's ignorant of everyday life and laser focused on her craft as an assassin. Her extremely high combat IQ was presented when she fought Loid while plastered. She noticed he ducked her hooks, so she adapted and punished him with an uppercut to the body. And she was completely plastered at the time.
