I visited Honolulu, Hawaii for a few days in October of last year and noticed that in-game events make it difficult to find regional pokemon (the Festival of Lights event was live during the time I went there). The featured pokemon spawns during the event most likely replaced some of the regional pokemon spawns, which explains why Brandon had trouble finding a single Comfey (It took me 3 days to find 2 Comfeys and 2 Oricorios during an event) Right when the event ended, I managed to find 9 more Comfeys and 4 more Oricorios within 24 hours before I took my flight back home.

I think this delayed spawning thing is part of the last spawn update they did. They said some nonsense about _redistributing spawns to enhance the user experience_ but I frequently notice stale spawns appearing or disappearing seemingly at random.
