The metal towers at the nitrogen tank are economisers they turn liquid nitrogen from the tank into a gas. It was ice that fell from the top as they get very cold when AO are using lots of nitrogen gas.

I use to work for one of the councils in a state capital in Australia. In the nineties, their fleet management division moved to new larger facility, constructed new buildings and infrastructure and put the old place up for sale to mitigate the costs only to discover that they didn't own it! Oops!
