Practice first in front of a mirror. Then practice with unknown people when you are walking, look at them 5 seconds and then look at other person, men or women, it doesn't matter if that person is also looking at you, and never but never down your face. Do that until you feel that you can confront everyone with your eyes. I did something similar to this and it really helped me to grow confident in that aspect.
