You can do this in the Netherlands, I've done it a few times, but people here are known for directness so it works best if you first acknowledge it's strange that you just come up to someone and then say you like the person. You first got to spell out exactly what you're doing and what's happening. Then people will relax or tell you if they're interested. After that you can do the small talk and it's fine.
