It's a mess because it is a system that doesn't work (hence why not one single country has copied it), and because underperforming and/or unsuitable staff are kept on and not sacked. In my trust alone I'd guess over 75% of the senior non-clinical staff are incompetent and would be incapable of holding down a similar job in the private sector. I have nothing but praise for our clinical staff, especially our HCA's and nurses.
