I was raised in town & back in the 50's & 60's you had the same neighbors for generations. Everyone knew everyone for blocks but no one bothered anyone. Then things changed for whatever reason in the late 70's and it's gone downhill from there. Just before I moved to the country I lived in a small subdivision...one day I was washing dishes & felt like someone was watching me. I looked out my kitchen window & show my neighbor staring at me from her bathroom window while she was in the shower.....creepy! THAT'S when I knew I had to get out & have loved it ever since! We bought a home in a historic neighborhood of properties each over 1 acre, so there was some fairly good distance between houses. It happened to have an optional HOA, so we opted NOT to join, immediately causing suspicion. In the meantime, it took us 3 years to renovate & remodel the house, and then an additional 2 years to landscape and have a wall and wrought iron fence and gates installed. All along, we were regularly trimming trees, pulling weeds, painting, etc. with only four neighbors introducing themselves. The rest had no problem reporting us to the various departments of the city for “violations” that were completely without merit, but with the intention to slow us down. We were reported for having a mailbox placed in such a manner that it impeded pedestrian egress along the street. Then, there was a claim that our landscaper was actively cutting into the street asphalt. Nope, not a single scratch. The HOA (which we don’t belong to) tried to have our wrought iron fence removed (too tall, too close to street). Nope, it fit within code requirements. Reported for digging close to a gas main, creating a leak. Nope, gas main was on the opposite side of the property, with no digging present. Reported for vandalizing a street manhole cover. Nope, only removed glops of hardened asphalt between the waffle pattern, remaining from the city street repaving project. Just a multitude of a dozen visits for ridiculous, non-existing violations. City inspectors sigh, shake their heads, muttering, “Oh, God, not THIS property again!” Now that our property has been professionally photographed for print media, and has been used as an invitation only fundraiser, a number of our neighbors want to sidle up to us and be chummy. Of course, with that comes the push to join the HOA. Nope!

In order to evade awkward situation people choose and than repeat one behavior, in this case - newcomer greeting neighbours. After years, no other behavior is understandable, and what was formerly awkward, now incites aggresion. The culture is formed and everyone is ready to be offended by acting outside of tradition

This is messing with me, because my understanding is traditionally, when someone new enters the community: the community is supposed to come on over with idk, housewarming gifts or a meal so the newcomers have one less thing to worry about and to make them want to stay. Solve introductions, where people are if there's an emergency, warn where not to go - Like when in school, they usually give you a buddy to help you find your way and to steer clear of certain kids and teachers. Moving is stressful, but I think this old man's only reason for moving anywhere around still is the spirit of harassment has possesed his old bones.
