You can avoid the delivery fee if you're willing to drive down to Environmental Services and pick it up yourself). Trash bins have not been and never will be free. In Australia, councils will include a fee for collection of the trash bin on the rates notice issued to the property owner on record. Replacing a bin is done only when the company handling the bins receives a report from the owner that their bin is broken in some way and needs a replacement. I'm not sure if the American authorities do things in a similar manner, but I'm pretty sure they would have a fee shown somewhere if you have a rates notice issued to you.

So if your bin is damaged, you report it to the council, (email or phone call), then you make sure the bin is empty, leave it out on the curb, (I turn mine upside down and tap a note to the side), and the bin will be repaired or replaced. It may take a few days but it will be done. At no direct cost.

Can they all file a class action lawsuit for this? Everyone needs to take time off and get together to file a class action lawsuit!

I used to talk to the workers in-person, trying to avoid a call, but one time, they spilled all the trash from one of my cans ( video proof), They saw it and didn't clean it up. I called to complain. The next week, they stacked all the empty cans up-against my gate, trying to prevent me from getting out, I guess. This is just one incident. If they are angry at life and their job, don't take it out on us, get a different job!

We have similar issues, only our city does replace them if I call. I don't worry about stink because I compost. All food scraps (except bones and eggshells) go into my compost pile. I also have a compost drum. The drum works better but won't hold bigger yard trimmings.

I find it so strange that someone from the trash service would put the lid on that pole

My can was recently replaced. The city I live in replaces them after a time because they do fall apart. It's part of the trash services. Now if you break it before that time you'll have to pay but the cans in this report are clearly old and that's why they are falling apart. Years of being outside in the sun will do that. The city should be replacing them.
