(they also had people arguing against regular signals due to needing to power a green light constantly, but with the advent of LED traffic signals that power cost is negligible and I don't want to focus on it, especially because the entire signal could just be turned off when not in use or have the green light removed)

I've always associated these HAWK lights during the red flashing phase with regular flashing red traffic lights, which essentially mean the same thing, stop and then proceed if the path is clear. Train tracks don't typically have a third amber signal at the bottom. Sure there are similarities, but there are also a lot of differences as well. Also, every HAWK signal I've come across has an explanation on it that reads "Stop on Red - Proceed on Flashing Red When Clear." Since I can read, I've deduced that the flashing red light means you can go if the path is clear.

Here in Panama City Beach, Florida, we have a few "pedestrian only" traffic lights, at some pedestrian crossings that aren't intersections. They are set up the same way as regular intersection lights. It's easier for people to understand, especially tourists. Because every state doesn't teach the same traffic rules when it comes to hawk signals, so having a standard traffic light at pedestrian crossings is the best way to go, so there is no question about what to do, and will cut down on potential confusion and accidents. When a pedestrian needs to cross they push the button, then the signal turns from green, to yellow, to a solid red, and then vehicles stop. After a certain time, the light changes back green and traffic proceeds. Why make it more difficult and confusing when these other traffic signal rules aren't being taught as a standard nationwide? Having the pedestrian crossing minimum is a foolish idea. Just adjust the policy to have the length of time that a light holds for, correlate with the amount of people crossing. More people = longer crossing time, smaller amount of people = lesser time (but still a minimum/base amount of time to allow for a person to safely cross). The fed agency saying municipalities have to have a minimum person threshold for them to qualify for a traditional light seems outdated, costly (by having someone verify the crossing rate, over a length of time, then report back to the gov. agency, hoping to get the "ok"), and illogical. Now these are the kinds of issues that should be left to individual counties, cities/towns, and communities simply because those individual municipalities are the only ones that understand their pedestrian traffic changes/fluctuations. So even if a crossing light needs to be added to a federal or state road in those cities, the municipality just needs to get the "ok" from the respective agency.

I really don't understand why they couldn't have just... made the lights flash together. I feel that's a lot easier to understand than the alternating they currently do, since we only ever see that behavior in two places: railroad crossings and school buses. I feel like the alternating lights actually could've worked better for the yellow lights, since yellow light-only crossings already exist that have that behavior. Or alternatively, maybe a standard traffic light that just flashes yellow at all times except when someone is trying to cross? Then after a pedestrian presses the button, it'll just do the same thing the HAWK does: solid yellow, solid red, flashing red, then back to flashing yellow. I think that would be a lot more intuitive than a HAWK. Of course, a real traffic light would undoubtedly be the best solution, but if we're really so worried about causing slowdowns, then using standard lights to emulate what a HAWK does should be an ok solution.

In Germany there are traffic lights for rare crossings. The car lights have only red and yellow and work like a normal traffic light while off means green. The response times on those are instantaneous meaning they turn red as soon as the pedestrians press the button but never if not pressed. Also the crossing period where the light is green for pedestrians is ≈5 seconds. Followed up by the calculated time someone needs to clear the intersection. Meaning depending on the width of the road cars might only have red for about 20 seconds.

These signals were developed in Tucson as they were having to follow the new rules and finding that it was too restrictive, so they contacted the FWHA to figure out if this could work as a compromise. Legally they are not a true traffic signal as they don't have all three phases, but instead are called a traffic beacon and once they were allowed, Tucson eventually helped standardize what they are today. When they were first installed in NYS, there was a lot of confusion and people were getting red light tickets on the flashing red phase.

In Germany, we just install normal traffic lights, but we make them on-demand lights. This means that the light is permanently off until a pedestrian presses a switch. Then it turns on and shows green to cars, then yellow, then red. Now it's like any other traffic light. Pedestrians can cross, then it turns green again for cars. If it is not triggered again, it will just go out completely after a while. There is also a minimum trigger delay, so even if pedestrians were to push the switch all the time, it would always stay green for cars for a certain amount of time. This way pedestrians can always cross safely, but cars are only affected when there are pedestrians, and 99% of the time it's just off.

People just fly through the flashing red in my area. There are sometimes people just getting into or exiting the crosswalk. I’ve seen ppl say that pedestrians shouldn’t be starting to enter when flashing red so it’s their mistake. We’ve had them for many years but it’s always inconsistent how drivers respond.

looks like those cars are in fact thinking of flashing red the same as they think of a STOP sign. That is, power straight on through baby.

"Our pedestrian crossings have a high mortality rate, how do we fix this?" "Use non-standard lights that half the drivers won't understand and will refuse to understand, so that fewer people will walk for fear of unalive"

In Germany, the traffic lights for pedestrians will first be yellow and then red

The fact that the convenience of people in a car takes precedence over the potential life of a pedestrian crossing the road enough to warrant a WHOLE NEW TYPE OF TRAFFIC LIGHT really demonstrates how much of a car centric dystopia the USA really is

In Switzerland it’s just the normal green with an extra yellow indicating caution/pedestrians… so much easier

In Germany drivers have to drive at 20 km/h near crosswalks and have to stop and yield pedestrians if necessary

In Vancouver Canada we just use normal lights and they flash green until someone hits the button then they go solid green, yellow and red and then they may cross

Maybe use the Vienna Convention on Road Signals traffic lights? Would be better.
