I will put the answer to bed really quick. Walking through the rain will result in less saturation of rain water. Does that sound crazy, I will explain. When you are driving on the freeway with your wipers on full blast then start to slow down to catch an exit. What starts to happen? Your wipers usually start squeaking. Without thinking about you turn them down. Of course if you are in torrential down pour it will matter less but you are still catching less rain water the slower you move through it. I never run through the rain.
