The speech that takes place at 4:30 is from SCP-5000. Basically the foundation had turned on humanity and released every SCP into the world in hopes to wipe out the human race. You're hearing the conversation between two survivors of the incident. Its a really interesting SCP and I would 100% check it out. RECORDED FILE 0001-3 is where you'll find it in the SCP-5000 document.

the woman speaking was dr jack bright possessing the woman - The reason why Jack bright (possessing woman) wasn't afflicted with the memetic agent which basically stopped it from severing the ties between the monster and his mind, which if you've read the entire wiki article - Jack bright and the protagonist weren't supposed to feel emotions and pain because it wasn't THEIR emotions and pain per say? It basically was a monster latching onto their mind influencing their decisions with emotions in order to get the protag and jack bright to spread in other universes before the monster died in the current universe because of the SCP foundation weakening it (I chose to go with the alternate timeline theory but there is also the "Timeline Reset" Theory where the protag resets time and the monster is still there in control of humanity.) Very interesting read
