I’m new to framer and I can’t see how this would work on mobile or how you would set up and translate a version of this idea. What would be your take on this?

Generally, website designs like these are not too user-friendly as they drive away from the main focus, it solely depends on how you design the interactive elements and what your target audience is. The problem you try to solve with your website should get the customer reliably, fast and without hassle through the webpage while offering a good Ui and UX to win them over as customers and keep them as longer (paying) ones. It's cool to show off with animations, but it's better to have a robust site that does what it needs to do and focuses on the more important part.
