I'm a Zoning Administrator for a small town in NY. Generally there is a right of way(from the center of the street to the person's property) distance that determines the Town's property. The Town can enforce in that area. If it is past that point...then it becomes the landowners property. Any sign located on a person's property is protected under the 1st Amendment...and should never be touched, unless it's vulger, or political, sometimes regulated by certain dates. As an avid walker and bicyclist, i cannot count how many times I've been scratched, poked, or grabbed by overhanging bushes like these. And if you get a trailing branch at the right height, it can get someone in the face, or worse, the eyes. Then there's a little thing about medical bills and court cases because it could be prevented by, yes, cutting them back. The sign issue is because, depending on the size and placement, it could obstruct the view of someone in a car pulling out of a driveway or side street. Just saying.😊

That's why never plant brushes or trees next to the sidewalk or near the roads, someone will complain. If you do, plant them a little far away from the spot.

Samething with my moms land in Fort Worth... City owns the land so if they need to expand the road they can do it on there land and not use the courts to force the line moved/property taken.... Also having the residents cut the grass and keep the side walks clear lowers the city cost on maintenance. Cheaper to make the people mow for the city then the city hire someone to do it.. (Edit add: not that I agree with that thinking, but it is what the government says it is...)

I do think the bushes warranted a fine, since they were blocking the sidewalk, especially for anyone using a wheelchair or walker. If it was me, I would have recommended removing them completely so she no longer has to worry about them. They are burning bushes, which are a non-native invasive species that are spreading to our forests, from yards by the birds, and killing off the native plants! We planted them in droves, years ago, before we knew the damage non-native invasive plants could cause. I have removed the burning bush I had planted decades ago, as well as the non-native invasive butterfly bushes and beauty berry. I also removed the porcelain vine I had planted before I knew better, and the Chinese Wisteria the previous owner had planted on my property.

The hedge really didn't look that big at first. Great job, vast improvement. Nathan's Lawn Care YT of Australia uses his mower to mulch up the hedge clippings dramatically reducing their bulk.

Yes, if they can’t be bothered to trim them back. Someone with mobility issues could be prevented from using the path entirely or forced to enter the street and endangering themselves. Perhaps their only other option would be to take a more significant alternate route, which could be more problematic if there’s no accessibility near the location and it takes them farther from their home, which could be outside their abilities. So, yes, it’s a problem but one that can be solved easily. Based on the footage, the bushes appeared to be taking up half of the sidewalk at least. That’s significant. What’s rude is being so dismissive about it being a true concern. Not everyone can easily step around something. Unimpressed with the homeowner.

The fact that these are deciduous bushes makes for a bigger problem every time they are trimmed. Each cut will result in multiple shoots as regrowth starts. In this situation I would recommend the removal of these shrubs due to their high maintenance.

the sidewalk is inaccessible for anyone using a wheelchair or walker to get around with, so yes, they should get fined for those bushes. In our small town, kids under 16 are supposed to ride on the sidewalk, and get stopped if they are in the street. But anyone over 16 is supposed to be in the street and follow the same rules as car drivers.

When ever I am planting a tree or a bush on my family's land. I always look to see how wide it will get and then +1 foot from any property line or building... In this case if the bush grows 3 feet from the center, I would look at panting it 4 feet from the side walk. As then you gotta take care that section of city land the sidewalk and grass to the street area is....

Bushes never start out over the sidewalk. People never realize how big something will grow, like a tree or bushes. I see bushes and trees planted too close to houses and driveways all the time, even by so-called landscapers. Pick a spot where you want the bush and then move it a few more feet. It will get there before you know it.

I understand the owners frustration but it is also difficult for people who walk, ride their bikes by the hedges. Often there are bee hives and other unwanted things in those overgrown hedges, I know and have been stung. If it's on your property, maintain it!

They look like burning bushes to me. I have some in my yard growing next to a split rail fence. They had grown over the fence to where you could not tell which side of the fence the trunk was growing on. I cut those shrubs to two and a half feet from the ground. You cant kill the things ….they grew back completely to a much more manageable height… just saying….😊

i not sure if your a lawn guy but the company i have right now is terrible i have one tree in my back yard and they hit it so i'm trying to get it to rest cause if i try and transplant it now it will dieso now i have some pegs in the ground to keep it strait and when they come to mow they always leave a mess 90'precent of the time they don't weed wack the yard they say they don't get close to the vinyl fences now i see their point on a lot of things but to me if your paid to mow weed wack and blow off the driveway and back deck then do what your paid to do not a half ass job recently the grass itsself has waves in it just like a tide rolling in the ocean and so now i go outside and watch them cut my grass so i get them right then to fix the problem ive clock them one day from the time they started until the time they left was exactly 7 mins so i finally got a guy at the office i said look i pay you for a job i don't want to do but i will do it so i have no problem firing your company on the spot unless you start fixing the issues with in your company so i know it takes me 30 mins to push mow my entire yard your doing it with a rider mower so it should take about 10 minthen weed wacking should take about the same and then blowing off the front and back no more than 5 min so for one guy it should take 25 mins two guys should have it done in 15 min max but not in 7 unless you are doing a piss poor job lawn companies irrate me because they get away with doing shitty work and i won't let them touch my hedges at all

You can purchase an inexpensive pair of hedge clippers at your local hardware store. You don't need electric ones but the manual are easier if you trim your bushes on a regular basis. The hedge was blocking the sidewalk, perhaps a warning then a fine. For the sign, the village really needs to get over those unless they are there for an extended period of time.

Sorry, but after seeing them trimmed they should have been removed. They look terrible for one. Second anyone that would trip or bush against the sharp branches could be inured and then an unnecessary lawsuit. Third they will always need trimming back.
