In this episode, he uses the threat of a drug search despite having no basis to perform one, to coerce a person into accepting a search they would not otherwise have agreed to. All to find out that the kid had a ball point pen and a condom. You can't even justify it based on results. This was Fowler deliberately misusing police powers, an action that definitely erodes trust.

Hey, wake up, if the cops don't make the kids know there are laws and there are restrictions, you'd see cities and even states ruled by gangs. And furthermore I can fully justify Fowler's quick and witty way of letting this youth know who's the one with the badge, you know why? Because he didn't use any kind of physical force, and secondly, I congratulate him for it, I'd rather live in a community where kids have to learn the hard way about how things go than thinking they can do whatever on the streets and get away with it

The youth involved had already been caught for taking without owner's consent. He can receive his punishment for that. Subjecting him to illegal searches will not make him any less obnoxious or rebellious, only reinforce the view that the system isn't fair or just.
