In the Story Mode you can use Decks with forbidden Cards and Put a 3 Stack of every Card to your deck

I'm going to say it's modded. Since there are different card arts for the Exodia pieces; and specially colored Extra Deck, Graveyard, Field Spell & Banished Zones.
