The main reason the demons Heie and Karama is a grey area in helping is because this is first mission with humans. The spirit world laws are different for humans, spirit detective and demons. Yusuke is like a police officer granted permission to enforce the law. While demons are technically former criminals on probation. Its a bit of a double standard but Yusuke and Kuwabara are allowed to use violence freely on humans, but demons on other hand are not.

Yuki, if I remember correctly, is Japanese for snow. The reason why Koenma didn't assign Hiei on this is because since they have his sister in captivity, he'll have no problem killing humans which is against his parole conditions. Perhaps the reason Kurama wasn't included as well was because this case didn't need him.
