OMG Jonathan. You've done it yet again. It was an absolute privilege and pleasure to listen to Yulia putting forward such a clear, concise explanation of what should be done with the frozen russian assets. It was incredible to hear her cover every eventuality with such ease. So logical. Of course russia ceded any claim to international 'fairness' and norms when they broke international law on 24th February 2022. It's so easy to get distracted and caught up in the fog of propaganda misdirection. They broke international law and must pay for their war crimes. Simple. Slava Ukraini 🇬🇧🇺🇦💛💙

Once the war is over a Ukraine rebuilding tax should be placed on ALL Russian exports. Let the tax be high enough to really be felt. This would continue until the Ukrainan infrastructure has been rebuilt and the mines cleared out.

@michaelpettersson4919 That isn't going to happen. I doubt Ukraine will see this year out. All the extra funds will do is ensure Russia goes all the way to the Polish border. And that will be the end of Ukraine, which is no bad thing. Russia might allow Poland to take Lvov at some future date, which will cause squabbles in the EU and NATO and further fray these already irrelevant organisations.

I felt it imperative to leave a message when I listened to such a clear, precise & understandable concourse on this subject. As a layman & not a banker, lawyer, etc it was so easily followed. I hope Yuliya gets a multitude of openings to teach & influence the legality & right thinking of this terrible situation. It seems the West is filled with people with 'jelly' bones who are not able to stand up to bullies giving them all the scope they need to carry out their evil deeds. She didn't dismantle anything. It's mostly an appeal to emotion. The facts are it's against international law to use another countries foreign reserves... the EU seems to have found a small loophole where they could use the interest the money gains per annum and donate that to Ukraine but actually donating all of the money is out of the question... and i guarantee that if we did do it it would cause huge crisis because a lot of investors and nations will be looking at it saying we better take our reserves out/we better not deal with these guys if they're willing to tear up international law whenever they see fit. Imagine if this happened and then someone uses the same laws against Israel? Donates all of the Israeli reserves to Palestine? It won't happen, it will create yet another hypocrisy amongst us which we can't keep doing. Hypocrisy just fuels other nations like Russia and China etc... they look at us and think if they can do what they like so will we. We can't claim to be morale and free then just make things up because it suits us.

Investor security is important to sustain economic cooperation and mobility across borders. but at the same time; Russia has already at several points shown it's more than willing to break international law and violate its own agreements, disregard sovereignty etc. The age of international law might already be on it's keel, and countries such as Russia is depending on the west clinging to it's tenets still, as Russia rather deftly shows it's able to charade as a "reasonable player", yet undermines the system at every turn. I agree that it is a drastic turn, a turn that might even accelerate the death of international law and order as we see it. But to believe it is still alive while our adversaries grossly undercuts it at our expense is no better.

Interest on the funds should be distributed to Ukraine at least, that’s close to 15bn a year and would definitely help the economy. I would be really interested to know what IMF, IBRD or IFC or even EBRD would have say about this and Russian obligations to themselves. It’s much trickier than mass media and our mate Dave Cameron make out. I had no idea that Russia owes IBRD over $400 billion. Isn’t that a ton of money for a gas station?

Why are we sitting on Russian money is easy to answer. Banks are loving that interest. The capital cushion makes them smile. I am personally happy to give Ukraine Russia's money. What are the legal ramifications? How will it bite back when we expect the world order to follow law? What rules-based order? let's talk about the US refusal to acknowledge Israel's crimes, to allow it to keep selling armament to commit more crimes?

If she stated that any suits have been brought against the Russian state and holders of the billions, I missed it. Unfortunately I suspect the U.S. is hesitant for the same reasons that it hasn’t joined the international criminal court in The Hague. The BRIC countries are trying to create a reserve currency outside the U.S. Dollar which could be facilitated by such a prosecution. If you have evidence of lobbying by specific corporations, name them and prove it. We would like to know. Chevron?

Mondelez (Cadbury is one division) is still operating in Russia. There are obviously others that are guarding their assets while the people of Ukraine need to see reparations. It's infuriating to see corporations choose to ignore the victims while funding the aggressor. I saw an article that said roughly 20% of the support for Ukraine is coming from people like me. I won't stop supporting Ukraine. I WILL stop purchasing products made by corporations that fund the military forces of Russia. (Now to see if this comment is deleted). 🙄

Yulya understands more than most of our leaders. Can someone explain to me this. Why are the tax payers of peaceful western countries being forced to pay for helping Ukraine while we protect the assets of the aggressor? Here in the UK we have the 'proceeds of crime' act where convicted criminals have their assets confiscated and the money put to good use. It seems unfortunate that there is no international equivalent version of that law. Slava Ukraine 🇺🇦🇬🇧

Didn't the Soviet Union attack Poland in 1939 and then exact reparations from them after the war? "The Allies agreed as part of the Potsdam Agreement, that the Soviet Union collects and distributes the Polish share of reparations. Furthermore, the Soviet Union would extract its share of reparations mostly from the territory in its own occupation zone.[2][3] The Provisonal Polish Government concluded the Polish-Soviet Reparation Treaty on 16 August 1945. The treaty allocated Poland's share of confiscated German machinery, goods and raw materials. Furthermore Poland received 15% of the German merchant fleet acquired by the Soviet Union. Deliveries were overseen by a joint Polish-Soviet commission and lasted until 1953.[7][8]"

Foreign Countries have Assets in Russia..😊 What's AgroTerra valued at for example? Don't forget that Iran's Assets were Seized but had to be returned, including Interest earned. $11Trillion is going to be taken out of the Banking System on just restructuring or Rolling over Debt. As a result more and more Banks are getting out of holding so many $US and moving to BRICS+ in order to Trade with each other. Who is buying T Bonds? Who has vast amounts of Agency Bonds that have to be paid, even to Foreign Investors? Touching the Russian Assets will have dire consequences for Global Banking. Look at America's Oil Reserves...

Ukraines reconstruction will be a huge benefit for all of Europe. If this is structured correctly to benefit all Ukrainians, there will be three or more components. First direct European funds, that will fund a European integration, Autobahn funding for East-West to allow transport through Romania, through Hungary, this will be trans European projects, that will also include restructuring the railways from EU heartland East-West, but also North South from the Baltic nations, through Poland into Ukraine. This will happen to power grid, telephone systems, not everything will be wireless, but these are just projects on the European level, that are benefiting Ukraine, but will be in the true interest of the EU and this planning should start today, that the construction can start next budget cycle to work west to east to improve logistics and stimulate European economy in the best way. Second is a fund, to Ukraine to create a 10 year public budget, that is provided as a long term, low low interest loan. This is to revitalize Ukrainian Restauration. Like the marshal plan, but for Ukrainian projects. The part that is important, this is provided to Ukraine and they decide how to use it. It is structured that it will fund political independence, and immediate revitalization. We need to understand that it will take more then prayers to have Ukrainians move back into this devastated lands, with cities and villages destroyed. Second, the land shall not be the Grep of large corporations, but go back into small family ownership. If the original owners are dead, their kin can’t be found, this shall be a Ukrainian trust, that will protect these lands, first for the righteous owners, but second, allow cleanup, and use Orleanerinnen basis to get agricultural up, demining, removal of dead bodies, cleaning of debris the land needs, orchards, gardens and fields in the hands off all who lived and want to live again in this area. Second we need to have a solution how the Russians still on Ukrainian territory will want to come to terms, that the time from the beginning of 2000 till tomorrow will require a derussofication. Meaning the legal system will change from pro Russian to EU law. Now if this is how they want to live, it will require that their nationality has to be determined. If they want to be Russian, well, then they have to move with the new border back to Russia proper. Third, their will be private investments into Ukraine, thus Ukraine must quickly understand to integrate into Western Europe, to prevent corruption and establish rule of Ukraine law, harmonized with EU laws. Fourth we have the question of Russian reparations. Russia is the aggressor. There is no question of if, just how much and how long. This reparations can’t be monetary only, but should go into provision of construction materials, wood, gas, oil, minerals. This will provide some incentives for Russia to go back to normal relationships but the cost of goods is, at bargain price, to repay what was destroyed. Russia will benefit indirectly to repair roads and railways to Ukraine. It will be a painful process to repair relationships, trust, and heal the wounds. But we don’t need to create another border in our hearts and minds. Russia has a huge problem with a prosperous Ukraine. This will and shall prevent a recurrence of this conflict once and for all. Russia will have to live with the fact that Georgia will be integrated into Europe.

The two in this interview didn't get the concept and used them interchangeably making the whole thing illogical.

Really good interview with clear explanations. Negotiations? Lavrov has just announced taking Kharkiv as the next Russian goal, however unrealistic that may be, but it does underline the futility of thinking that negotiations with a country that spits on international law and has no intention of abiding by any moral code whatsoever will result in a treaty that is worth anything more than toilet paper.
