In order to unlock this wallpaper you must:
Go to the Hospital and enter the second door in the fourth corridor, interact with the bump in the bed. You'll be taken to "Aojiru"'s room. Interact with Aojiru to chainsaw them and get the wallpaper. (Fun Fact: You don't have to have the chainsaw effect to be able to chainsaw her!)
